There are a number of free blog providers and each of them has different strengths. Alternatively teachers with a budget and a desire for more control might be interested in paid hosted blogs or buying a domain and hosting thier own blog.
Blogger is probably the most popular for its ease of use and ability to easily customize templates. The downside however is a lack of features, specifically trackback and RSS feeds for comments or subscribe to comment ability. Additionally spam control is a problem. It does however offer the backend in multiple languages including: English, English (UK), Français, Italiano, Deutsch, Español, Português do Brasil, 日本語, 한국어, 中文(繁体), and 中文(简体).
wordpress.com, Blogsome and the whole series of blogs for educators run by James Farmer (ESL Blogs, Edublogs, Learner Blogs, and Uniblogs) use Wordpress which is very feature rich. Blogs run with wordpress have a very easy to use interface with strong spam control features. blogs using wordpress also have trackbacks and the ability to easily create categories and blogrolls.
